You might want to try the soy-based formula. If it still doesn't work, your baby might need the hypo-allergic formula but it doesn't taste good and about double the price of regular formula.
For the cream, yr baby might need the 1% Hydrocortisone (anti-itchy) cream to reduce redness. And use cream/lotion to keep the skin moisturized (Aveeno is pretty good).
